Major Construction – Prior Work Communication (CPO)

What is the difference between a CPO and Major Construction?

In a CPO (Prior Work Communication), the developer notifies the local council about a construction project. However, only minor works or simple renovations are allowed under this process. For all other types of construction, a Major Construction permit must be requested.

 

What qualifies as minor works?

This includes tasks such as:

Laying tiles.
Painting walls.
Renovations that do not affect or modify the structure of the house or apartment.
Installations, among other similar activities.

 

What qualifies as Major Construction?

Major construction includes works such as:

New buildings.
Installation of mezzanines.
Expansions, structural renovations, or modifications.
Partial or total demolition.
Earthmoving operations.
Changes of use.
Works on protected or listed buildings.
Changes to infrastructure.
Any construction not included under the CPO, such as the construction of swimming pools and roofs.

 

What documents are required for the CPO?
Normally, the forms can be downloaded from your local council’s website under the „Urban Planning“ section, where you will also find details about the necessary documents. These requirements vary depending on the municipality. Below is an example of the requirements from Calvià Council:

 

Fully completed application form.
Document confirming the cadastral reference of the property.
Building location map.
Detailed explanation of the planned works or a sketch with the budget.
If the works affect the structure, exterior façade, habitability, or safety of the building, a technical report explaining and certifying feasibility is required.
Estimated duration of the works (must not exceed two years).
Representative photos of the areas to be renovated.
Confirmation of the feasibility and legality of the requested works.
Proof of payment of municipal fees.
Once the works are completed, if it is the first use, a completion certificate signed by an architect must be submitted.

 

How much does this application cost?

For example, in Calvià Council:

Fees: 1.68% of the total budget for the application and 0.55% of the fee value for document issuance.
Construction, Installation, and Works Tax (ICIO): 4% of the total budget.
